We always thought that a notice about additional costs, freights etc would need numbers to be mentioned… We now learn, that it is not necessary. See below the PSS notice of OOCL:

Dear Valued Customer,
With the imbalance of export over import to St. Petersburg, OOCL will be implementing a Peak Season Surcharge (PSS) in order to maintain competitive products and viable service levels for customers.
The PSS is applied to cargo loading from St. Petersburg including Ust-Luga on or after March 1.
