Notice to all Importers and Clearing agents shipping to Zimbabawe

Implementation of a conformity and valuation programme The Government of Zimbabwe would like to inform the general public and business community in particular, that a programme to have Consignments verified in the country of export has been put in place. The CBCA (Consignment Based Conformity Assessment) programme is intended to substantially reduce hazardous and substandard imported products and improve Customs duty collection.

Within this CBCA programme, conformity to standards and declared value of goods intended to be exported to Zimbabwe will be verified prior shipment in the country of export. Upon satisfactory verification, a CBCA certificate will be issued for the consignment. This certificate shall be presented for Customs clearance on arrival in Zimbabwe.

The categories of goods subject to the programme include the following:-
• Food and Agriculture
• Building and civil engineering
• Timber and timber products
• Petroleum and fuel
• Packaging material
• Electrical/electronic appliances
• Body care
• Automotive and transportation
• Clothing and textile
• Engineering equipment
• Mechanical appliances
• Toys

The business community is urged to inform their suppliers of the implementation of the CBCA program. The suppliers should then contact Bureau Veritas, the Conformity assessment company appointed for the verification in exporting regions.

From 16 March 2015 plus 2 months, any consignment will have to be verified prior being shipped to Zimbabwe.

Any consignment including goods mentioned here-above, not accompanied with the required CBCA certificate will be refused from entering the country.

Compliant exporters will be able to benefit from fast track procedures reducing systematic intervention on their frequent exports to Zimbabwe.

Ministry of Industry and Commerce will carry out awareness campaigns in Harare on the 8th of April 2015 at Crowne Plaza Monomutapa Hotel, Beitbridge on the 10 April 2015 at Beitbridge Express and Mutare on the 13 April at African Sun Amber hotel.
