Subject:    Reefer Transit Boxes

To:    LCB port users

Dear LCB port users,

This is to bring to your kind notice that TICTA member terminals at LCB are currently facing acute problem arising from the large number of transiting reefer cargoes which are lying in our yards since an extended period of time.

These long stay units are taking up majority of space meant for the normal reefer cargoes and are staying in the terminal for a abnormally long period of time, raising worries on the possible commercial aspect of the transaction .

You are also aware that there is a announcement from Bangkok Port to temporary stop taking all transiting reefer cargoes, we can expect that more of these transiting reefer cargoes will now get diverted to Laem Chabang port.

To avoid operational issues leading from these situation which is developing in LCB, the association in consultation with the members and other terminal operators in Laem Chabang have hereby concluded to take the following actions to safeguard against possible congestion and issues with transit reefers:

 

1)   With effective from 15/Apr/2015 onwards, we all will stop accepting the transit reefer cargoes, till further notice

2)  Shipping lines need to take urgent steps to push for evacuation of all the pending transit long stay units

3) For all current and future transiting reefer cargoes that are in the terminals, the shipping lines must settle for all electricity and storage up from the date the boxes were off loaded to the current date, also please note the normal credit period extended to shipping lines will not be applicable in this case and invoices need to be settled within 3 days after invoices receipt, post the initial settlement, weekly invoices will be issued for the longstanding containers and have to be settled within 3 days, failing which we will assume that the owner has abandoned the cargoes and we will ask the related authorities to take action in same manner as other abandoned cargoes

4) In a unforeseen event of cargoes being abandoned, shipping lines will be liable to pay the electricity and storage charges till the boxes are finally moved out of the terminal and terminals will not be responsible to share any liability or cost arising out of the same, which please note

This notice is effective from 15th April onwards and in force until further notice.
