North America Rail Operations

 

Please note that the BNSF Railroad will be shortening their hours of free time and increasing their daily storage charge on August 17, 2015.  They will also be counting all the days of the week as part of the chargeable time calculations.  This means that Sundays will no longer be considered as a free day during the free time calculations.  For more details see Item 37 and Appendix F of the BNSF Intermodal Rules and Policies Guide (R&PG).

 

The BNSF continued to deliver steady performance and good fluidity last week. Overall system velocity and total trains held remains substantially better than the same week last year and comparable to the more typical performance the BNSF generated in June 2013. In addition, service was restored along the Creek Subdivision in Oklahoma on Monday after an outage of more than three days due to flooding.

 

At the same time, severe storms that impacted the Chicago area earlier last week were a major contributor to the increase in total trains held. The Chillicothe Subdivision, which is part of the BNSF’s Southern Transcontinental route running from southern Iowa to Chicago, was forced out of service for nearly 24 hours on Tuesday due to tornado damage. High winds and fallen trees also created challenges on both the St. Croix and Aurora Subdivisions, however, crews were able to clear the main lines quickly and minimize the service interruption.

 

The BNSF is also addressing service disruptions caused by flooding in parts of Iowa and Missouri. Stormy weather last week and heavy rainfall over the past two months have pushed water levels in these areas, including along the Mississippi River, to near record levels. As a result, multiple subdivisions are currently out of service due to washouts: the Hannibal Subdivision, which runs between St. Louis and southern Iowa; the Ottumwa Subdivision, which runs through southern Iowa; and the River Subdivision in Missouri, which has been out of service for more than a week.

 

Washouts also caused a service outage last Thursday on the Marceline Subdivision, part of their Southern Transcontinental route running through Missouri. One of the main tracks reopened Friday morning, however, the outage has had a large impact on traffic flows with more than 100 trains significantly delayed.

 

 

Truck Power

 

Truck Power across the USA to perform import store door deliveries and export door pickups continues to be a major concern especially in the Midwest, Gulf, Northeast, California and the SEA/TAC-Portland corridor.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada and Mexico.

Pacific Southwest

 

  • Long Beach Container Terminal
  • A new gate policy went into effect on June 23rd whereby drivers as required are to bring a bare chassis into LBCT, except for picking up specific cargo including live reefer, OOG and DG.
  • A new off dock facility managed by Pacific Crane Maintenance Company (PCMC) has been setup in close proximity to LBCT’s gate where truckers can pick up and or drop off a bare chassis.

 

  • Details on Express Lane:                PCMC FAQ:

 

  • TraPac congestion continues for import delivery.  TraPac will be implementing an appointment system but this will not likely go into effect until October 2015.  In the meantime, the G6 continues to dialogue with TraPac on methods to reduce congestion and turn times.
  • All other G6 terminals and CC2 Pier A terminal services are operating smoothly.
  • All terminals will be open Friday July 3.

 

Oakland

 

  • OICT was extremely congested this past week.  Gate turn times averaged 67 minutes.  Chronic yard congestion compounded by severe chassis shortages. Import delivery lanes were shut down daily.  Dual transactions were shut off early at 2:00pm, or earlier, every day.
  • Oakland Trapac operations were congested and turn times averaged 36 minutes.
  • OICT and Oakland Trapac will be closed on July 6 for the Bloody Thursday holiday.
  • Oakland is extremely short of chassis.
  • Oakland is extremely short of truck power; new dispatches are not being accepted less than 12 days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

 

Tacoma & Seattle

  • WUT was normal last week.  The terminal continues to post an announcement on their website which vessel(s) they will receive export cargo on the following day.  Gate turn times average 30 minutes. Intermodal rail gateway operations were fluid.
  • Seattle T-18 was moderately congested.  Gate turn times averages 30 minutes.
  • WUT and T-18 will be closed on July 6 for the Bloody Thursday holiday.
  • Regional congestion was moderate and continued for Portland container traffic to/from Seattle or Tacoma.

 

 

Vancouver

 

  • Deltaport and Centerm Terminals are very fluid.

 

 

CN Montreal

 

  • Minimal dwell times for intermodal containers reported last week.
  • Due to crane construction at Termont Terminal, OOCL services will not resume calling this port until the fall.

CN Halifax

 

  • Terminal dwell times are very fluid.

 

New York Terminals

 

  • GCT Bayonne is widening the access roadway from one lane in each direction to two. This will better contain some of the congestion which spills over to local roadways and the NJ Turnpike, especially in light of the ongoing major construction at the Turnpike. They hope to have the work completed by the 4th quarter of this year.
  • Door delivery truck power lead time remains 0-2 days in the NYC metro area.
  • All NYC terminals will be open on Friday, July 3rd.  Saturday, July 4th is an ILA no work day.

 

 

Norfolk International Terminal

 

  • The Port of Virginia has modified their receiving policy in an attempt to accommodate long haul drivers negatively impacted by vessel schedule changes. The complete announcement can be found here.
  • The port will maintain its Saturday gate hours indefinitely with one exception. July 4th is a no work day for the ILA and the port will be closed. NIT (ORF08) will be open on Friday, July 3rd as well as Sunday, July 5th. Saturday hours resume on July 11th.
  • Truck power lead time has dropped to 0-2 days in Norfolk.

 

 

USA Midwest & South Central

  • Truck power is now adequate throughout the midwest. See the truck power map linked above.
  • Chassis shortages remain in Chicago, Columbus, Indianapolis, Dallas, Houston and El Paso.
  • HOU’s Barbour’s Cut Terminal reported normal operations with gate turn times of 37 minutes.

 

 

South Atlantic                         

  • Seeing further delays this week with Norfolk Southern congestion, this is affecting train arrivals into CHS.

 Mexico

  • Services at marine terminals in both Veracruz and Altamira were normal last week.
  • Depot, trucking, and rail services were all normal.
