North America Operations Update

Used Automobiles Exported via the Ports of New York/New Jersey

 

A copy of a customs stamped auto title must be provided by the customer before containers with used automobiles can be loaded according to the new regulation by New York CBP.  The effective date for penalties for non-compliance is January 1st, 2016.

 

Winter Sailing Program

 

G6 Alliance announces Asia-North America Winter Program

Members of the G6 Alliance announced the Winter Program for Asia – North America services in response to traditional seasonal changes in market demand. The following are the temporary changes:

 

Asia – North America East Coast Service
The G6 Alliance has combined the NYE and SCE services into a single service with the following port rotation:

 

Xiamen – Kaohsiung –  Hong Kong – Yantian – Shanghai (Yangshan) – Pusan – Panama Canal –  Manzanillo – Kingston – Savannah – Charleston – New York – Norfolk – Jacksonville – Kingston – Manzanillo – Panama Canal – Balboa – Pusan – Xiamen

 

In response to seasonal changes in the market demand, we would like to inform you of the withdrawal of the following post-Chinese New Year sailings for Asia – North America East Coast services:

 

North & Central China East Coast Express (NCE) service

  • No sailing from Pusan on February 14, 2016 (week 7)
  • No sailing from N. America March 20-26, 2016 (week 12)

 

 

Asia – North America West Coast Service
The G6 Alliance has temporarily suspended the Central China 2 (CC2) service between Asia and the North America West Coast during the winter period from Week 44.

 

A Busan Eastbound call will be added to the CC4 during the CC2 suspension resulting in the following rotation:

 

Shanghai (WaiGaoQiao) – Ningbo – Busan – Los Angeles – Oakland – Shanghai (WaiGaoQiao)

 

Note:  Central China 1 (CC1) service remains the primary route for Busan Cargo.

 

In response to seasonal changes in the market demand, we would like to inform you of the withdrawal of the following post-Chinese New Year sailings for Asia – North America West Coast services:

 

South China 2 (SC2) service

  • No sailing from Dachan Bay on February 14, 2016 (week 7)
  • No sailing from North America February 28 – March 05, 2016 (week 9)

 

Southeast Asia 2 (SE2) service

  • No sailing from Laem Chabang on February 14, 2016 (week 7)
  • No sailing from North America March 06-12 (week 10)

 

North Pacific 3 (NP3) service

  • No sailing from Qingdao on February 14, 2016 (week 7)
  • No sailing from North America March 06-12 (week 10)

 

Trans-Atlantic Trade – Winter Program

 

In response to the expected low demand during the upcoming Christmas and New Year period, we would like to inform you of the withdrawal of the following Trans-Atlantic sailings:

 

Atlantic Express 1 (AX1) service

  • Westbound:  There was no sailing from Le Havre on January 1, 2016
  • Eastbound:  No sailing from New York on January 18, 2016

 

Atlantic Express 2 (AX2) service

  • Westbound:  There was no sailing from Southampton on January 2, 2016
  • Eastbound:  No sailing from Veracruz on January 23, 2016

North America Rail Operations

 

BNSF – LAX YTI on dock terminal service for eastbound and westbound containers made some improvement last week. Continued daily focus by YTI management in coordination with BNSF re train spotting and YTI loading 2 eastbound trains daily are key elements to the service recovery plan.

For the BNSF network overall velocity, total trains held and terminal dwell all improved strongly following the Christmas and New Year’s weekends when a powerful winter storm caused significant service disruptions across large parts of the BNSF’s network. High winds from the storm, which moved from the Desert Southwest into the Mississippi River Valley, caused a pair of intermodal train derailments in New Mexico that affected train flows on the BNSF’s Southern Transcontinental section.

 

This same storm was also responsible for record rainfall in Illinois and Missouri recently. The subsequent flooding caused a derailment on the BNSF’s Cherokee Subdivision in southwestern Missouri and forced temporary outages of three other BNSF subdivisions. The BNSF quickly implemented procedures, including the re-routing of traffic, to minimize the impacts on service. Currently, only a portion of the River Subdivision between St. Genevieve and Chaffee, Missouri remains out of service. The BNSF’s Cuba Subdivision, which runs between St. Louis and Springfield, Missouri, returned to service last Thursday following an 11-day outage. The BNSF continues to monitor Mississippi River forecast levels in several locations.

 

 

Truck Power

 

Truck Power to perform import store door deliveries and export door pickups continues to be a concern along the entire US West Coast, specifically in Oakland and the SEA/TAC-Portland corridor.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.

Pacific Southwest

 

  • There remains a high number of dwelling EB containers waiting to load the on dock rail at YTI.
  • Congestion has also been reported at TraPac this week with several reports of truckers waiting over 1 hour to pickup import containers
  • The remaining G6 marine terminals in Southern California (LBCT/CUT) are performing relatively well.
  • Truck power has been sufficient and quickly recovered after the Christmas/New Year’s holiday.
  • Chassis supply has been challenged at YTI and TraPac this week.

 

 

Oakland

 

  • OICT was extremely congested last week with long lines of trucks outside the terminal gates.  Gate turn times inside the gates averaged 62 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off early between 2:30 and 3:30pm daily.
  • Evergreen vessels continue to be diverted OICT until mid-January while the Evergreen terminal is temporarily closed (approximately 15 vessels), adding to OICT congestion.
  • The terminal will be closed on January 18, 2016 for Martin Luther King Holiday.
  • Trapac operations were highly congested last week. Gate turn times averaged 72 minutes.  The terminal is holding a 3-day vessel receiving window for exports.  Trapac was low on pool chassis (all sizes) every day last week.
  • The terminal will be closed on January 18, 2016 for Martin Luther King Holiday.
  • Oakland is extremely short of chassis and truck power; new dispatches are not being accepted less than at least eight days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

 

 

Tacoma & Seattle

 

  • Tacoma WUT was moderately congested. Gate turn times averaged 31 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • The terminal will be closed on January 18, 2016 for Martin Luther King Holiday.
  • Seattle T-18 was moderately congested.  Gate turn times averaged 32 minutes.
  • The terminal will be closed on January 18, 2016 for Martin Luther King Holiday.
  • SEA-TCM is tight on truck power.
  • SEA, PDX and TCM equipment supply is adequate.

 

 

Vancouver

 

  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day from Deltaport Terminal.
  • Rail operations at Deltaport are fluid, ground count is quite high due to vessel bunching, poor weather and holiday terminal closures.

 

 

CN Montreal

 

  • CAST and Termont Terminals are very fluid and there are 44 intermodal imports dwelling more than five days at CAST and Termont.  Delays are primarily caused due to the recent holidays.

 

 

CN Halifax

 

  • The terminals remain fluid. There are 52 intermodal containers dwelling more than 5 days at Ceres Terminal due to the recent Holidays.

 

 

New York Terminals

 

  • Gate turn times:
  • GCT Bayonne – 130 minutes
  • GCT New York – 28 minutes
  • Maher – 55 minutes
  • Terminals in NY & NJ expect to be closed on Martin Luther King Day (January 18th). One or more terminals may opt to open as it draws nearer due to vessel scheduling and cargo backlogs.
  • Door delivery truck power lead time is up to 3-4 days in the NYC metro area.

 

 

Norfolk International Terminal

 

  • Gate turn time at NIT was 38 minutes.
  • All Norfolk facilities will be open on Martin Luther King Day (January 18th).
  • Truck power lead time is 0-2 days in Norfolk.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf.
  • Chassis are adequate throughout the region.
  • Houston ’s Barbour’s Cut Terminal
  • Gate turn times averaged 88 minutes.
  • The terminal will be closed on January 18, 2016 for Martin Luther King Holiday.
  • New Orleans Napoleon Terminal will be closed on Martin Luther King Day (January 18th).

 

 

South Atlantic                         

  • Truck power for this region remains readily available and equipment supply is adequate for all locations.

 

 

Mexico

 

  • Services at marine terminals in both Veracruz and Altamira were normal last week.
  • Depot, trucking, and rail services were all normal.
