Rail Billing Website Change

 

Rail billing for export intermodal general cargo (FAK) must be submitted on-line via https://sp.oocl.com

 

 

New York and New Jersey ILA Work Stoppage

 

  • There was a short-lived walkout by ILA longshoremen at Port Authority terminals in New York and New Jersey last Friday at 10:00 a.m., effectively shutting down the area’s port network.  However, longshoremen were back at work as of 5:00 p.m. Friday evening and work has resumed uninterrupted since Friday.

 

Winter Sailing Program

 

G6 Alliance announces Asia-North America Winter Program

Members of the G6 Alliance announced the Winter Program for Asia – North America services in response to traditional seasonal changes in market demand. The following are the temporary changes:

 

Asia – North America East Coast Service
The G6 Alliance has combined the NYE and SCE services into a single service with the following port rotation:

 

Xiamen – Kaohsiung –  Hong Kong – Yantian – Shanghai (Yangshan) – Pusan – Panama Canal –  Manzanillo – Kingston – Savannah – Charleston – New York – Norfolk – Jacksonville – Kingston – Manzanillo – Panama Canal – Balboa – Pusan – Xiamen

 

In response to seasonal changes in the market demand, we would like to inform you of the withdrawal of the following post-Chinese New Year sailings for Asia – North America East Coast services:

 

North & Central China East Coast Express (NCE) service

  • No sailing from Pusan on February 14, 2016 (week 7)
  • No sailing from N. America March 20-26, 2016 (week 12)

 

 

Asia – North America West Coast Service
The G6 Alliance has temporarily suspended the Central China 2 (CC2) service between Asia and the North America West Coast during the winter period from Week 44.

 

A Busan Eastbound call will be added to the CC4 during the CC2 suspension resulting in the following rotation:

 

Shanghai (WaiGaoQiao) – Ningbo – Busan – Los Angeles – Oakland – Shanghai (WaiGaoQiao)

 

Note:  Central China 1 (CC1) service remains the primary route for Busan Cargo.

 

In response to seasonal changes in the market demand, we would like to inform you of the withdrawal of the following post-Chinese New Year sailings for Asia – North America West Coast services:

 

South China 2 (SC2) service

  • No sailing from Dachan Bay on February 14, 2016 (week 7)
  • No sailing from North America February 28 – March 05, 2016 (week 9)

 

Southeast Asia 2 (SE2) service

  • No sailing from Laem Chabang on February 14, 2016 (week 7)
  • No sailing from North America March 06-12 (week 10)

 

North Pacific 3 (NP3) service

  • No sailing from Qingdao on February 14, 2016 (week 7)
  • No sailing from North America March 06-12 (week 10)

North America Rail Operations

 

BNSF – As most of the network currently experiences mild, dry conditions for late January, more rain continues to fall in the Pacific Northwest. BNSF crews responded to additional mudslides a week ago, which caused some delays involving several BNSF subdivisions in Washington and Oregon. All blocked portions of track were cleared as quickly as possible while some trains were re-routed around the impacted areas to minimize service disruption. Additional mudslides were possible this past weekend as another storm system is expected to bring more heavy rain to the region. This same system is also expected to bring high winds and rain to the Desert Southwest as well as some heavy snow to the Rockies and portions of the Central Plains early this week.

 

Truck Power

 

Truck Power to perform import store door deliveries and export door pickups continues to be a concern in the Northeast and along portions of the US West Coast, specifically in Oakland and the SEA/TAC-Portland corridor.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.
  • Please see our Truck Power Map on OOCL.com for more information regarding advance timing required for door movements.

 

 

Pacific Southwest

 

  • Overall, dwell and flow were satisfactory across the G6 terminals in Southern California
  • Truck power was in good supply this week.
  • Some minor chassis shortages reported.

 

 

Oakland

 

  • OICT was highly congested this week with long lines of trucks outside the terminal gates. Gate turn times averaged 66 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off between 2:30 and 3:00pm daily.   OICT was extremely low on pool chassis all week.  Several import delivery lanes were closed this week.
  • Trapac operations were moderately congested last week. Gate turn times averaged 35 minutes.  The terminal is holding a 3-day vessel receiving window for exports.  Trapac was low on 20’ and 40’ pool chassis every day last week.
  • Oakland is short of chassis and truck power; new dispatches are not being accepted for seven days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

 

 

Tacoma & Seattle

 

  • Tacoma WUT was moderately congested. Gate turn times averaged 32 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • Seattle T-18 was moderately congested.  Gate turn times averaged 32 minutes.
  • SEA-TCM is tight on truck power.
  • TCM is tight on 40’s.

 

 

Vancouver

 

  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day from Deltaport Terminal.  Rail operations at Deltaport are fluid, ground count is quite high due to vessel bunching as a result of delays and ongoing construction at the terminal.
  • Vanterm Terminal is experiencing no dwell time for OOCL containers at this time.
  • Centerm Terminal is also experiencing longer dwell times due to vessel bunching and lower than normal rail production.

 

 

CN Montreal

 

  • CAST Terminal is fluid with no containers dwelling at this time.
  • Termont Terminals has only four intermodal import containers dwelling at this time

 

 

CN Halifax

 

  • The terminals remain fluid. There are 30 intermodal containers dwelling one day at Ceres Terminal.

 

 

New York Terminals

 

  • Gate turn times:
  • GCT Bayonne – 79 minutes
  • GCT New York – 25 minutes
  • Maher – 59 minutes
  • The Sunday gate resumes at GCT Bayonne this week (January 31st). Hours are from 0600 until 1300. No reefers or OOG will be handled.  Flexivan will open the Bayonne chassis yard this Sunday from 6 a.m. to 1 p.m. to match the Global Terminal gate opening.
  • GCT Bayonne has targeted Feb 21st/ Sunday as the first day of appointments with the selected trucking community.  On this day – appointments will be optional but highly encouraged.  This will allow users to test the system in a more flexible environment (as opposed to a regular weekday).  The intent is that with a successful operation on February 21 – they will require appointments the following Sunday (February 28th).  Implementation of the phased in approach during the week (where appointments will be required during the early morning only), will start shortly thereafter.

 

 

Norfolk International Terminal

 

  • Gate turn time at NIT was 47 minutes.
  • Truck power lead time is 0-2 days in Norfolk.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf.
  • Equipment supply is adequate with the following exceptions:  CHI is deficit 40GP/HQ and HOU is deficit on 40GP with 40HQ being substituted.
  • Chassis are adequate throughout the region.
  • Houston ’s Barbour’s Cut Terminal
  • Gate turn times averaged 54 minutes.
  • New Orleans Napoleon Terminal operating normally.
  • We are moving into a new container depot in HOU today, February 01.  New facility is HOU08 (WWinners).  We will continue to release empties from Eagle depot to deplete inventory.

 

 

South Atlantic                         

  • Truck power for this region remains adequate.
  • 20’ container shortages reported in Atlanta, Charlotte and Memphis.

 

 

Mexico

 

  • Services at marine terminals in both Veracruz and Altamira were normal last week.
  • Depot, trucking, and rail services were all normal.
