Other Vessel and Terminal Information

Terminal First Receiving Date

Information for export cargo container receiving windows as reported by North America terminals continues to be updated daily on OOCL.com.

For the most up to date scheduling information please do refer to our interactive point to point or vessel schedule on www.oocl.com.

North America Rail Operations

BNSF – High winds associated with a storm caused some train delays in Arizona a week ago followed by blizzard conditions last Tuesday that affected normal operations in parts of the Upper Midwest. BNSF crews implemented Winter Action Plans in several locations due to heavy snow and extremely low visibility, particularly around the Sioux City, Iowa area, to minimize service disruption as much as possible.  An extended period of favorable dry weather, with Spring-like temperatures in much of the West, will take hold for this week across most of the network.

Truck Power

Truck Power to perform import store door deliveries and export door pickups continues to be a concern in the Northeast and along portions of the US West Coast, specifically in Oakland and the SEA/TAC-Portland corridor.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.
  • Please see our Truck Power Map on OOCL.com for more information regarding advance timing required for door movements.

Pacific Southwest

  • Overall, dwell and flow were satisfactory across the G6 terminals in Southern California.
  • Long Beach Container Terminal’s Pier E will have several stages of openings.  One of the first stages is empty receiving/delivery which is expected to start on March 11th.  Additional information/updates will be forthcoming.
  • Trucker outreach forums will be held at LBCT on February 17 and 22 to introduce the appointment system which will be implemented when the LBCT Pier E operation starts up in March.
  • Truck power was in good supply this week.
  • Some minor chassis shortages reported.

Oakland

  • OICT was highly congested this week with long lines of trucks outside the terminal gates. Gate turn times averaged 63 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off between 2:30 and 2:45pm daily.   OICT was extremely low on pool chassis all week.  Several import delivery lanes were closed this week.
  • Trapac operations were slightly congested last week. Gate turn times averaged 33 minutes.  The terminal suffered a computer system problem on Monday morning that delayed the gate operations for 2 hours.  The terminal is holding a 3-day vessel receiving window for exports.  Trapac ran out of 20’ pool chassis every day last week.
  • Both Terminals will be closed February 15th for President’s Day holiday.
  • Oakland is short of chassis and truck power; new dispatches are not being accepted for 7 days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

Tacoma & Seattle

  • Tacoma WUT was operating normally. Gate turn times averaged 24 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.  WUT will be open on the President’s Day holiday.
  • Seattle T-18 was slightly congested.  Gate turn times averaged 27 minutes.  T-18 will be closed on the President’s Day holiday.
  • Seattle-Tacoma is tight on truck power.
  • Tacoma equipment supply is adequate.

Vancouver

  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day from Deltaport Terminal.  Rail operations at Deltaport are fluid, ground count is quite high due to vessel bunching as a result of delays and ongoing construction at the terminal.
  • Vanterm Terminal is experiencing short dwell time for OOCL containers at this time.
  • Centerm Terminal is also experiencing short dwell times due to vessel bunching and lower than normal rail production.

CN Montreal

  • CAST and Termont Terminals are very fluid with no containers dwelling at this time.

CN Halifax

  • The terminals remain very fluid. There are 39 intermodal containers dwelling one day at Halterm Terminal.

New York Terminals

  • Gate turn times:
  • GCT Bayonne – 138 minutes
  • GCT New York – 21 minutes
  • Maher – 76 minutes
  • The Sunday gate resumes at GCT Bayonne this week (January 31st). Hours are from 0600 until 1300. No reefers or OOG will be handled.
  • GCT Bayonne has targeted February 21st/ Sunday as the first day of appointments with the selected trucking community.  On this day – appointments will be optional but highly encouraged.  This will allow users to test the system in a more flexible environment (as opposed to a regular weekday).  The intent is that with a successful operation on February 21 – they will require appointments the following Sunday (February 28th).  Implementation of the phased in approach during the week (where appointments will be required during the early morning only), will start shortly thereafter.
  • GCT Bayonne will be open for both ILA holidays in February – February 12th (Lincoln’s Birthday) and February 15th (President’s Day).

Norfolk International Terminal

  • Gate turn time at NIT was 46 minutes.
  • Truck power lead time is 0-2 days in Norfolk.

USA Midwest & South Central

  • Truck power remains adequate throughout the Midwest and Gulf.
  • Equipment supply is adequate throughout the Midwest and Gulf.
  • Chassis are adequate throughout the region.
  • Houston ’s Barbour’s Cut Terminal
  • Gate turn times averaged 41 minutes.
  • New Orleans Napoleon Terminal operating normally and will be closed for Mardi Gras holiday on February 8th  (afternoon) and February 9th (whole day), and will be closed for President’s Day holiday on Feb.15th.
  • We have moved into a new container depot in Houston on Monday, February 01.  The new facility is HOU08 (WWinners).  We will continue to release empties from Eagle depot to deplete inventory.

South Atlantic

  • Truck power for this region remains adequate.
  • In an effort to further enhance reliability, velocity and truck productivity in the Port of Charleston, the South Carolina Ports Authority is augmenting Saturday container gate hours for all lines beginning January 23, 2016:
  1. Saturday 6:00 a.m. – 1:00 p.m. with no lunch closures.
  2. Motor Carriers attempting to perform dual missions must enter the lanes by 12:00 p.m.
  3. Motor Carriers attempting to perform single missions must enter the lanes by 12:30 p.m.
  4. Please keep in mind that Motor Carriers cannot deliver or receive loaded running reefers on Saturdays.
  5. Above times do not apply to holiday gates when on Saturdays.

Mexico

  • Services at marine terminals in both Veracruz and Altamira were normal last week.  The Marine terminals were both closed on Wednesday and Thursday last week because of bad weather
  • Depot, trucking, and rail services were all normal.

Yours Sincerely,
