Cold Treatment Monitoring Fee All Import Reefers

Dear Valued Customer,

 

 
Starting December 28, 2015, the United States Department of Agriculture (USDA) Animal and Plant health Inspection Service (APHIS) established a cold treatment monitoring fee or “User Fee” for all cargo receiving cold treatments monitored by APHIS, including those cold treatments conducted on board a vessel while travelling to the United States.

 

 

The User Fee is to be paid by the importer to the carrier providing the cold treatment service, who will then remit all User Fees collected to USDA APHIS. The User Fee will be phased in over five years, beginning December 28, 2015, as shown in the table below:

 

 
First Year- December 28, 2015 to December 27, 2016 $47.00 per container
Second Year- December 28, 2016 to December 27, 2017 $95.00 per container
Third Year- December 28, 2017 to December 27, 2018 $142.00 per container
Fourth Year- December 28, 2018 to December 27, 2019 $190.00 per container
Fifth Year- December 28, 2019 onward $237.00 per container

 

 
As required by the USDA APHIS, for all containers receiving cold treatment services provided by CMA CGM while on board a vessel travelling to the United States, CMA CGM will begin collecting the User Fee per the above table from the consignee in the United States. This User Fee will be collected in addition to the freight and any other fee or charge associated with cold treatment services provided by CMA CGM.

 

 
The User Fee will be invoiced by CMA CGM to the consignee for each shipment separately from freight and all other carrier or local agency charges. Please follow the instructions on the invoice with respect to payment of the User Fee, as the User Fees collected by CMA CGM on behalf of USDA APHIS must be kept in a separate account and are not considered carrier revenue in any way. This will affect any shipments received after June 21, 2016.
