North America Operations Update

Week of October 31, 2016

 

Dear valued OOCL Customer,

 

 

Updated North America Sailings

 

In response to the expected low demand during the upcoming Christmas and New Year period, we would like to inform you of the withdrawal of the following Trans-Atlantic sailings:

 

Gateway Express 2 (GEX2):

 

  • Westbound:  No sailing from Southampton on December 27, 2016
  • Eastbound:  No sailing from Montreal on December 30, 2016

 

 

In response to traditional seasonal changes in market demand, we would like to inform you of our Asia – North America East Coast Winter Program with the following service changes that are subject to regulatory approval:

 

China East Coast Express 2 (CEC2):

  • Suspended from Week 45
  • Last eastbound sailing will be the BVA (Bellavia) 024E, with ETA at Da Chan Bay on October 30th.
  • CEC2 South China/Southeast Asia port coverage will be provided by our current China East Coast Express (CEC) service.

 

China East Coast Express (CEC):

  • Adds Da Chan Bay port call to enhance South China coverage.
  • Effective from Week 44 via BRX (Bremen Express) 053E/W, with ETA at Kaohsiung on November 3rd.
  • New port rotation will be Kaoshiung – Da Chan Bay – Shekou – Hong Kong – Yantian – Singapore – via Suez Canal – New York – Savannah – Charleston – Norfolk – via Suez Canal – Singapore – Cai Mep – Hong Kong – Kaoshiung

Verified Gross Mass (VGM) Update

 

  • Customers are encouraged to provide timely and accurate VGM data where required through our efficient and convenient “E-Submission channels” outlined at oocl.com under ‘Resource Center’.  For manual submission option information please see below.
  • For USA load port cargo OOCL will use equivalency methods and customers are not required to provide VGM information.
  • For Canada and Mexico load port cargo shippers are required to submit VGM information.
  • Reminder that VGM weights must include the container tare weight in pounds or kilograms only in the VGM.

USA Load Ports

 

  • S. Marine Terminal Load Port Delivery Cargo and U.S. Intermodal Cargo Off-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will accept marine terminal gate weight as VGM equivalent.
  • S. Intermodal Cargo On-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will either use the marine terminal provided gate weights or use the certified gross cargo weight declared by the Shipper from the rail billing, and OOCL will add the container tare weight to produce a VGM and submit it on behalf of the Shipper.

 

Canada and Mexico Load Ports

 

For electronic VGM submission:

  • VGM cut will be 1200 day of marine terminal cargo cut for any vessels cutting off at 1600 or later.  For those vessels with a marine terminal cargo cut off before 1600, the VGM cutoff will be 1600 the prior day.  If the marine terminal cargo cutoff is on a Saturday, Sunday or holiday, the VGM cutoff will be calculated as if the marine terminal cargo cutoff were at 1600 on the prior business day.
  • Exception – GEX2 VGM cutoff will be the same time as cargo cutoff.

OCEAN Alliance

 

CMA CGM, COSCO Container Lines, Evergreen Line and Orient Overseas Container Line have signed a Memorandum of Understanding to form a new alliance, the OCEAN Alliance.  Subject to regulatory approvals of the competent authorities, the new alliance plans to begin operations in April 2017.  Additional information can be found here.

 

 

Truck Power

 

Truck Power across the USA to perform import store door deliveries and export door pickups is adequate except for certain ports where terminal congestion is causing delays, especially in Oakland.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.
  • Please see our Truck Power Map on com for more information regarding advance timing required for door movements.

 

 

Pacific Southwest

 

  • Los Angeles/Long Beach
  • Significant chassis shortages throughout the region will continue this week.  Most, if not all, marine terminals reporting chassis supply is extremely tight.
  • Truck power remains in good supply in Southern California.

 

 

Oakland

 

  • OICT was moderately congested last week. Gate turn times averaged 63 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off early at 2:30pm daily.  OICT was low on pool chassis all week.
  • 2-day vessel receiving window for exports.
  • OICT began processing full night gate transactions Tuesday-Thursday, 6 p.m. to 3 a.m.   In order for customers to participate in the one-stop program (peel-off) a minimum of 30 units per vessel voyage is required for importers with high volume shipments.
  • OICT has evaluated the 90-day trial period for a $30 container fee per loaded import and export container to support weeknight and Saturday gate operations.  Due to its success, the program will be implemented indefinitely.
  • Trapac operations were heavily congested last week. Total transaction times averaged 2 to 3 hours with Monday and Tuesday of last week having the longest times.
  • The terminal is holding a 3-day vessel receiving window for exports.
  • Trapac will operate a full night gate on Monday, Tuesday and Thursday nights for all transactions to reduce wait times.  Gate hours are from 18:00 to 02:00 with a lunch break between 23:00 and 00:00. Trapac will offer flip operation for drivers with “own” Chassis.
  • Oakland is short of chassis and truck power; new dispatches are not being accepted for 7 days out.
  • On September 21st, the Port of Oakland began accepting empty Hanjin containers at the Roundhouse facility in order to help free up chassis in the area.  Empty return will only be accepted for import loads that originated through the Port of Oakland.  No other empties will be received outside of Northern California.

 

 

Tacoma & Seattle

 

  • SeaTac area terminals will be launching peak season extended service hours through the week of November 11, 2016.  For details, please see this page at The Northwest Seaport Alliance for the weekly schedule.
  • Tacoma WUT was operating normally.  Gate turn times averaged 24 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • Seattle T-18 was moderately congested.  Gate turn times averaged 43 minutes.
  • Seattle-Tacoma is adequate on truck power and equipment supply.
  • Effective September 23rd NorthWest Container in Portland will accept Hanjin empty containers only (no chassis) with a $50 upfront charge to cover gate/lift fee.  This will assist with freeing up chassis in the area.

 

 

Vancouver

 

  • Deltaport Terminal
  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day and has experienced moderate local and ITM dwelling over the past week.
  • Vanterm Terminal has no OOCL containers at this time.
  • Centerm Terminal is experiencing minor dwell times.

 

 

CN Montreal

 

  • CAST Terminal operations have been very smooth with no dwell times last week.
  • Termont Terminal had minimal dwell times last week.

 

 

CN Halifax

 

  • Minor intermodal container dwelling issues reported at Ceres Terminal.
  • There are no ITM containers dwelling at Halterm Terminal.

 

 

New York Terminals

 

  • GCT Bayonne opened this past Sunday, October 23 10/23, from 0600 until 1300. No reefer containers or OOG/Awkward cargo will be processed.  Based on support of the gate, the terminal will review the possibility of future Sunday openings. Further advice is pending.
  • Gate turn times:
  • GCT Bayonne – 86 minutes
  • GCT New York – 21 minutes
  • Maher – 59 minutes
  • Truck power lead time is 0-2 days in NYC.

 

 

Norfolk International Terminal

 

  • Gate turn time at NIT was 52 minutes.
  • Truck power lead time is 0-2 days in Norfolk.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf with new dispatches being accepted for 1-2 days out.
  • Equipment supply is adequate throughout both regions with the exception of 20’s in Minneapolis and Chicago.
  • Chassis are adequate in both regions.
  • Houston ’s Barbour’s Cut Terminal
  • Normal operations.  Average gate turn times: 43 minutes.
  • New Orleans Napoleon Terminal is operating normally.

 

 

South Atlantic

 

  • Chassis supply is tight in Jacksonville.
  • Truck power for this region remains adequate, standard 1-2 day notice.

 

 

Mexico

 

  • Maine Terminal operations in both Veracruz and Altamira were normal last week.
  • Equipment in Veracruz and Altamira:  20’ & 40’ GP and 40’ HQ are all surplus.
  • Depot, trucking, and rail services were all normal.
