India Import Service Tax on Prepaid Ocean Freight

 

Effective January 22, 2017, a 4.5% Service Tax will be levied on Ocean Freight and related charges for all Indian import shipments which are under Prepaid term, according to the amended Service Tax legislation (Notification No. 1/2017-Service Tax) dated 12 Jan 2017 enacted in India.

South China 1 (SC1)

In response to traditional seasonal changes in market demand, we would like to inform you of our Asia – North America East Coast Winter Program with the following service changes:

 

China East Coast Express 2 (CEC2):

  • Service already suspended and CEC2 South China/Southeast Asia port coverage will be provided by our current China East Coast Express (CEC) service.

 

China East Coast Express (CEC):

  • Da Chan Bay port call added and already implemented to enhance South China coverage.
  • Port rotation is currently Kaoshiung – Da Chan Bay – Shekou – Hong Kong – Yantian – Singapore – via Suez Canal – New York – Savannah – Charleston – Norfolk – via Suez Canal – Singapore – Cai Mep – Hong Kong – Kaoshiung

 

 

Verified Gross Mass (VGM)

 

  • Customers are encouraged to provide timely and accurate VGM data where required through our efficient and convenient “E-Submission channels” outlined at oocl.com under ‘Resource Center’.  For manual submission option information please see below.
  • For USA load port cargo OOCL will use equivalency methods and customers are not required to provide VGM information.
  • For Canada and Mexico load port cargo shippers are required to submit VGM information.
  • Reminder that VGM weights must include the container tare weight in pounds or kilograms only in the VGM.

USA Load Ports

 

  • S. Marine Terminal Load Port Delivery Cargo and U.S. Intermodal Cargo Off-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will accept marine terminal gate weight as VGM equivalent.
  • S. Intermodal Cargo On-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will either use the marine terminal provided gate weights or use the certified gross cargo weight declared by the Shipper from the rail billing, and OOCL will add the container tare weight to produce a VGM and submit it on behalf of the Shipper.

 

Canada and Mexico Load Ports

 

For electronic VGM submission:

  • VGM cut will be 1200 day of marine terminal cargo cut for any vessels cutting off at 1600 or later.  For those vessels with a marine terminal cargo cut off before 1600, the VGM cutoff will be 1600 the prior day.  If the marine terminal cargo cutoff is on a Saturday, Sunday or holiday, the VGM cutoff will be calculated as if the marine terminal cargo cutoff were at 1600 on the prior business day.
  • Exception – GEX2 VGM cutoff will be the same time as cargo cutoff.

OCEAN Alliance

 

Existing G6 and new OCEAN Alliance (OA) service routes, effective April 2017, can be found here.

 

CMA CGM, COSCO Container Lines, Evergreen Line and Orient Overseas Container Line have signed a Memorandum of Understanding to form a new alliance, the OCEAN Alliance.  Subject to regulatory approvals of the competent authorities, the new alliance plans to begin operations in April 2017.  Additional information can be found here.

 

 

Truck Power

 

Truck Power across the USA to perform import store door deliveries and export door pickups is adequate except for certain ports where terminal congestion is causing delays, especially in Oakland.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.
  • Please see our Truck Power Map on com for more information regarding advance timing required for door movements.

 

 

Pacific Southwest

 

  • Los Angeles/Long Beach
  • Empty return options remained relatively fluid this week
  • No significant gate issues reported.
  • Chassis supply was relatively stable with no significant complaints about shortages.
  • Truck power remains in good supply in Southern California.

 

 

Oakland

 

  • OICT was moderately congested last week. Gate turn times including wait time on the street averaged 53 minutes.  Dual transactions were shut off early at 2:30pm daily.
  • 2-day vessel receiving window for exports.
  • OICT is processing full night gate transactions Tuesday-Thursday, 6 p.m. to 3 a.m. (except for Stop-Work nights and Holidays).  In order for customers to participate in the import container one-stop program (peel-off) a minimum of 30 units per vessel voyage is required for importers with high volume shipments.
  • TRAPAC operations were congested last week. Total transaction times averaged 95 minutes.
  • The terminal is holding a 3-day vessel receiving window for exports.
  • Trapac has discontinued night gates, they will continue to assess their gate and yard operations and may resume night gates as may be necessary in the future.
  • Oakland is short on truck power; new dispatches are not being accepted for 7 days out.

 

 

Tacoma & Seattle

 

  • As this is the time of the year where the Pacific Northwest terminals are most susceptible to weather, please continue to use the website The Northwest Seaport Alliance for weekly gate schedule information.
  • The Northwest Seaport Alliance announced the DrayQ mobile app is now available to get wait times via smartphone for the SEA-TCM area.
  • Tacoma WUT was congested last week.  Gate turn times averaged 55 minutes and twice last week the gates were closed due to severe congestion.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • Due to rail car shortages in the Pacific Northwest, WUT is highly congested.  The lack of available yard space in the terminal will force the terminal to discharge directly to rail cars for the next two import vessels.  Consequently, this will impact already idled shipments from previous vessels grounded on the terminal. Dwell time, approximately 6-7 days, is expected until the terminal can relieve some of the congestion.
  • On February 6th, WUT will begin using an appointment system for picking up grounded import containers.  At this time, it does not include reefers, hazardous containers, flat racks, open tops or other specialty loads.  This is for dry import containers only.  Attached are the instructions on how to sign up for a User ID and how to make an appointment.  This is for trucking companies pulling import loads from WUT only.  For information on how to register please see the WUT announcement here.
  • Seattle T-18 was operating normally last week.  Gate turn times averaged 36 minutes.
  • Seattle-Tacoma is adequate on truck power and equipment supply with the exception of 40’s in Tacoma.

 

 

Vancouver

 

  • Deltaport Terminal
  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day and has experienced substantial dwelling over the past week.
  • Vanterm Terminal has no OOCL containers at this time.
  • Centerm Terminal is experiencing moderate dwell times.

 

 

Montreal

 

  • CAST and Termont Terminals had minor dwell times last week

 

 

Halifax

 

  • Halterm Terminal had no ITM imports dwelling last week.
  • Ceres Terminal had minimal ITM imports dwelling last week.

 

 

New York Terminals

 

  • GCT Bayonne
  • GCT Bayonne’s Truck Reservation (Appointment) System came into effect on January, 16. In order to meet the demand from the shipping community for truck reservation, the terminal operators have provided a longer window for reservations from 0600-0900 every working day. Anyone without a reservation will be turned away between the mandatory 0600-0900 time period.  After 0900, trucks will be allowed to enter the facility without an appointment.
  • Gate turn times:
  • GCT Bayonne – 84 minutes
  • GCT New York – 24 minutes
  • Maher – 45 minutes
  • Truck power lead time is 0-2 days in NYC.

 

 

Norfolk International Terminal

 

  • Intermodal backlog last week has been cleared up.
  • Gate turn time at NIT was 55 minutes.
  • Truck power lead time is 0-2 days in Norfolk.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf with new dispatches being accepted for 1-2 days out in the Midwest and 3-4 days out in the Gulf.
  • Equipment supply is adequate throughout both regions.
  • Chassis quantity is adequate in the Midwest and Gulf regions.
  • Houston ’s Barbour’s Cut Terminal
  • Normal operations.  Average gate turn times: 53 minutes.
  • New Orleans Napoleon Terminal is operating normally.

 

 

South Atlantic

 

  • To assist with the movement of cargo, the South Carolina Ports Authority will offer extended gate hours for dry boxes at the Wando Welch and North Charleston Terminals until 9:00 PM on Monday, January 30th and Tuesday, January 31st.  Trucks must be in the gate by 8:30 PM.
  • Overall, truck power for this region remains adequate but may require more than 48 hours’ notice.

 

 

Mexico

 

  • Maine Terminal operations in both Veracruz and Altamira were normal last week.
  • Equipment in Veracruz and Altamira:  20’ GP & 40’ GP, HQ and RQ are all adequate.
  • Depot, trucking, and rail services were all normal.
