Here now the APL annoucement for the Russia winter surcharges:

Subject: RUSSIA WINTER TERMINAL SURCHARGE
Dear valued Customers,
Please be informed that APL is implementing a Winter Terminal Surcharge for all cargo loading or discharging at the following ports of St. Petersburg;
o 1ST CONTAINER TERMINAL (RZE)
o PETROLESPORT TERMINAL (RX5)
o UST’-LUGA (UT1)
The Winter Terminal Surcharge (WTS) is imposed by the local terminal at USD25/container and is in addition to the Winter Surcharge (WTR) already in place. The Winter Terminal Surcharge will be effective from January 10th, 2015 for the Asian Trades and February 01st, 2015 for the US touching Trades and will be in place until the further notice. It applies for all container types (dry, specials and reefers).
