  Imports into Sri Lanka

– Advance Cargo Manifest

Dear Valued Customer,
The Government of Sri Lanka has implemented Advanced Cargo electronic manifesting process for Sri Lanka import cargo, transshipment cargo and Freight Remaining on Board (FROB) or in-transit cargo. Thereby all the cargo reporters (shipping lines, freight forwarders) are required to meet below deadline with immediate effect to report the cargo manifest electronically:

a) Not later than seventy two (72) hours period before arrival in the first port of call in Sri Lanka (long transit) ; or

b) If the duration of the voyage to a port in Sri Lanka is less than seventy two (72) hours (short transit), on the immediate departure from the last port outside Sri Lanka.

In order to meet above requirements and also allow forwarder consignees to report their manifest in a timely manner in Sri Lanka, you are kindly requested to furnish electronic shipping instructions latest by twenty four (24) hours prior to the scheduled ETA of the intended loading vessel at loading port.

In case the above requirement is not met, we are reluctantly compelled to roll over the cargo from the vessel at load port and transfer it to the next vessel; or else if loaded inadvertently, the cargo would run the risk of being retained on board (ROB) and shipped back to origin at shipper’s cost.

In case un-manifested cargo is erroneously discharged in Colombo, the consequences of legal non-compliance would be drastic, ie lengthy customs inquiries, heavy fines, Maersk Line could be sued at Court of law (as this is a legal non-compliance) and also the possibility of imprisonment of Maersk Sri Lanka agency staff.

We thank you sincerely for your understanding & look forward to your kind cooperation, as we are compelled to comply with the law of Sri Lanka with immediate effect.

With best regards
Maersk Line
