As much as other lines went ahead already, MOL is following to levy the surcharge by receipt date, not anymore by discharge date. See here:

RE: Labor Negotiations Surcharge

 
Dear MOL Customer:

 
Present conditions at U.S. West Coast ports and terminals, including congestion arising from actual and/or perceived threats of labor disruptions, are negatively  impacting MOL’s vessel operations and leading to increased costs. Please be advised that MOL will begin assessing the labor negotiations surcharge communicated to you on May 23, 2014. The surcharge shall be applicable to cargo received on or after November 27, 2014 as set forth below and until further notice. Please also refer to the notice published in our tariff implementing this surcharge.

 

 

 

*Per MOL’s tariff, Asia also includes West Asia, East Africa, the Middle East, the Indian Subcontinent, and Oceania.
All other rules and charges that are applicable under the governing tariff, bill of lading and/or service contract shall continue to apply.
