Port of Oakland News

 

Oakland approves program to fund extended terminal hours.  The $1.5 million program at the Port of Oakland will provide an incentive to terminals to stay open longer as they handle business relocated from Outer Harbor Terminal. Port of Oakland commissioners approved a $1.5 million program to assist container terminals with the expense of operating for extended hours to handle increased cargo volumes resulting from the decision by Outer Harbor Terminals (OHT), the joint venture of Ports America and Terminal Investment Limited, to shut down operations at the end of next month.  Shipping lines that formerly operated at Outer Harbor are relocating to other terminals in the Port of Oakland operated by SSA Terminals, Everport Terminal Services and TraPac in the Port of Oakland.  Chris Lytle, executive director of the port, said “there is now a home for all the cargo that would be leaving Ports America,” though he said some negotiations are ongoing. The port is also negotiating with TraPac about taking over part of OHT. The port said the relocation by carriers to other terminals is expected to cause a sudden influx of traffic that will require modifications to current operations. Lytle said the program approved Thursday is designed to provide an incentive for terminals to stay open longer than standard 8 a.m.-5 p.m. Monday to Friday hours.  The program will help fund up to five truck gates at night or over the weekend, said Lytle. The port will provide half the cost — up to $10,000 — to offset the cost of each extended gates. It will go on for 12 weeks, and staff will review the program after six weeks. If necessary, the program could be modified to fund more than five additional gates or increase funding. There will be no fee charged by the port to truckers or cargo owners for the extended hours. Port staff told commissioners it believes providing financial assistance for extended gates will help “kick start” routine implementation of extended gates and benefit cargo owners and drayage companies in the longer term and not just as business transitions to other terminals from the Outer Harbor.  In return, the terminals must provide an extended gate operations plan and submit truck gate transactions data for normal and extended gate operations. The terminals must also ensure trucks have turn times of no more than 75 minutes during the extended hours to be eligible for the program.

Winter Sailing Program

 

G6 Alliance announces Asia-North America Winter Program

Members of the G6 Alliance announced the Winter Program for Asia – North America services in response to traditional seasonal changes in market demand. The following are the temporary changes:

 

Asia – North America East Coast Service
The G6 Alliance has combined the NYE and SCE services into a single service with the following port rotation:

 

Xiamen – Kaohsiung –  Hong Kong – Yantian – Shanghai (Yangshan) – Pusan – Panama Canal –  Manzanillo – Kingston – Savannah – Charleston – New York – Norfolk – Jacksonville – Kingston – Manzanillo – Panama Canal – Balboa – Pusan – Xiamen

 

In response to seasonal changes in the market demand, we would like to inform you of the withdrawal of the following post-Chinese New Year sailings for Asia – North America East Coast services:

 

North & Central China East Coast Express (NCE) service

  • There was no sailing from Pusan on February 14, 2016 (week 7)
  • No sailing from N. America March 20-26, 2016 (week 12)

 

Asia – North America West Coast Service
The G6 Alliance has temporarily suspended the Central China 2 (CC2) service between Asia and the North America West Coast during the winter period from Week 44.

 

A Busan Eastbound call will be added to the CC4 during the CC2 suspension resulting in the following rotation:

 

Shanghai (WaiGaoQiao) – Ningbo – Busan – Los Angeles – Oakland – Shanghai (WaiGaoQiao)

 

Note:  Central China 1 (CC1) service remains the primary route for Busan Cargo.

 

In response to seasonal changes in the market demand, we would like to inform you of the withdrawal of the following post-Chinese New Year sailings for Asia – North America West Coast services:

 

South China 2 (SC2) service

  • There was no sailing from Dachan Bay on February 14, 2016 (week 7)
  • No sailing from North America February 28 – March 05, 2016 (week 9)

Southeast Asia 2 (SE2) service

  • There was no sailing from Laem Chabang on February 14, 2016 (week 7)
  • No sailing from North America March 06-12 (week 10)

North Pacific 3 (NP3) service

  • There was no sailing from Qingdao on February 14, 2016 (week 7)
  • No sailing from North America March 06-12 (week 10)

North America Rail Operations

 

BNSF – With the stormy weather pattern shifting to the East Coast, most of the BNSF network, including the Pacific Northwest, will experience above normal temperatures and favorable, dry conditions this week.

 

 

Truck Power

 

Truck Power across the USA to perform import store door deliveries and export door pickups is adequate except for certain ports where terminal congestion is causing delays.  In Oakland and New York, long lines at OICT and GCT Bayonne impact truck drivers hours of service, limiting the number of moves that can be handled each day.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.

Pacific Southwest

 

  • Marine terminals operating relatively well with limited issues reported.
  • Long Beach Container Terminal’s (LBCT) Pier E will have several stages of openings.  One of the first stages is empty receiving/delivery which is expected to start on March 11th.  Additional information/updates will be forthcoming.
  • Truck power was in good supply this week.
  • Chassis supply in good supply except for some spotty shortages of 20’s and 45’s.

 

 

Oakland

 

  • OICT was highly congested last week with long lines of trucks outside the terminal gates. Gate turn times averaged 59 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off at 2:30 daily.   OICT was low on pool chassis all week.  Several import delivery lanes were closed this week.
  • Trapac operations were highly congested last week. Gate turn times averaged 42 minutes.  .  The terminal is holding a 3-day vessel receiving window for exports.  Trapac ran out of 20’ pool chassis every day last week.
  • Oakland is short of chassis and truck power; new dispatches are not being accepted for 7 days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

 

 

Tacoma & Seattle

 

  • Tacoma WUT was moderately congested. Gate turn times averaged 33 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • Seattle T-18 was operating normally.  Gate turn times averaged 35 minutes.
  • Seattle-Tacoma is adequate on truck power.
  • Seattle-Tacoma equipment supply is adequate.

 

 

Vancouver

 

  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day from Deltaport Terminal.  Rail operations at Deltaport are fluid, ground count is quite high due to yard congestion and ongoing construction at the terminal.  Dwell times for intermodal (ITM) containers are averaging 3-7 days.
  • Vanterm Terminal is experiencing short dwell time for OOCL containers at this time.
  • Centerm Terminal is now experiencing longer dwell times with approximately 100 ITM containers dwelling for 3 days.

 

 

CN Montreal

 

  • CAST and Termont Terminals are very fluid with 45 ITM import containers dwelling 2 days or less at CAST and 65 dwelling 2 days or less at Termont.

 

 

CN Halifax

 

  • The terminals remain very fluid. There are 37 intermodal containers dwelling between one and two days at Halterm Terminal and none dwelling at Ceres Terminal.

 

 

New York Terminals

 

  • Gate turn times:
  • GCT Bayonne – 69 minutes
  • GCT New York – 23 minutes
  • Maher – 53 minutes
  • The Sunday gate continues at GCT Bayonne this week. Hours are from 0600 until 1300. No reefers or OOG/Awkward cargo will be handled. This gate is expected to continue at least until the end of February.
  • Effective Monday, Feb 22nd, the TRAC Bayonne Chassis Facility is now open from 6am-6pm Monday thru Friday. Additional hours will be added as needed. This chassis depot, along with Flexivan’s facility, services GCT Bayonne
  • Truck power lead time is 3-4 days in NYC.

 

 

Norfolk International Terminal

 

  • Gate turn time at NIT was 53 minutes.
  • Truck power lead time is 0-2 days in Norfolk.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf.
  • Equipment supply is adequate throughout the Midwest and Gulf with the exception of 40GPs in Chicago.
  • Chassis are adequate throughout the region.
  • Houston ’s Barbour’s Cut Terminal
  • Gate turn times averaged 57 minutes.
  • New Orleans Napoleon Terminal operating normally.

 

 

South Atlantic                         

  • Truck power for this region remains adequate.
  • Rail ramps and terminals fluid, no delays reported.

 

 

Mexico

 

  • Services at marine terminals in both Veracruz and Altamira were normal last week.
  • Depot, trucking, and rail services were all normal.
