Verified Gross Mass (VGM) Update

 

  • Customers are encouraged to provide timely and accurate VGM data where required through our efficient and convenient “E-Submission channels” outlined at www.oocl.com under ‘Resource Center’.  For manual submission option information please see below.

 

  • Please consult with our local office representatives in your region for further information.

 

 

  • Reminder that VGM weights must include the container tare weight in pounds or kilograms only in the VGM.

 

  • VGM Cutoff Schedule for Electronic and Manual submissions in the Excel file below.

 

 

USA Load Ports

 

  • U.S. Marine Terminal Load Port Delivery Cargo and U.S. Intermodal Cargo Off-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will accept marine terminal gate weight as VGM equivalent.
  • U.S. Intermodal Cargo On-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will either use the marine terminal provided gate weights or use the certified gross cargo weight declared by the Shipper from the rail billing and adding the container tare weight to produce a VGM and submit on behalf of the Shipper.

 

Canada and Mexico Load Ports

 

For electronic VGM submission:

  • VGM cut will be 1200 day of marine terminal cargo cut for any vessels cutting off at 1600 or later.  For those vessels with a marine terminal cargo cut off before 1600, the VGM cutoff will be 1600 the prior day.  If the marine terminal cargo cutoff is on a Saturday, Sunday or holiday, the VGM cutoff will be calculated as if the marine terminal cargo cutoff were at 1600 on the prior business day.

 

For manual VGM submission:

  • OOCL encourages electronic submission to avoid potential delays in loading cargo on vessels.
  • VGM cutoff will be 1600 business day prior to the VGM electronic submission date.
  • OOCL will accept manual submissions of VGM to OOCL, however, the only acceptable method for VGM submission will be via the excel spreadsheet below submitted via email.
  • Below is guidance for manual submissions via this Excel Form:
  • Email the completed spreadsheet form to mailin@oocl.com
  • This VGM email account is an automated account to upload data from the excel spreadsheet included below. Any VGM submissions other than those contained in the designated spreadsheet will not be processed.
  • The “Authorized Person” must be entered in ALL CAPS.
  • You will receive an email confirmation that your manual submission was received.

Panama Canal Update

 

The Panama Canal will have a lane outage from August 02-05 for maintenance work.  It will be operating under condition 2 where only ten slots will be available for transit and with daylight hour restrictions.  There are three G6 vessels scheduled to transit this week during the lane outage, but these vessels have been pre-booked and we do not anticipate any significant delays.

 

 

Service Updates

 

G6 Service Combining CC1 and CC2

 

As the G6 Alliance continues to review its product profiles, the CC1 and CC2 will be merged into a combined service, using the service code CC2, until further notice with the following port rotation and effective sailings:

 

CC1/CC2 Combo

Qingdao – Ningbo – Shanghai (Waigaoqiao) – Kwangyang – Pusan – Los Angeles / Long Beach – Oakland – Pusan – Qingdao

 

Effective sailings

All other services of the G6 Alliance covering Asia to North America West Coast will remain unchanged.

OCEAN Alliance

 

CMA CGM, COSCO Container Lines, Evergreen Line and Orient Overseas Container Line have signed a Memorandum of Understanding to form a new alliance, the OCEAN Alliance.  Subject to regulatory approvals of the competent authorities, the new alliance plans to begin operations in April 2017.  Additional information can be found here.

 

 

North America Rail Operation

 

With the opening earlier this week of the new Pecos River bridge and secondary track in New Mexico, all but four miles of BNSF’s 2,200-mile Southern Transcon, connecting the West Coast to major intermodal markets such as Chicago, Dallas/Fort Worth and Kansas City, are now double-tracked.  The additional bridge and second main line track over the Pecos River eliminates a potential chokepoint along our Clovis Subdivision where trains would need to stage or get rerouted due to either an incident or major maintenance work taking place in the area. The new double-track greatly enhances their ability to maintain normal operations and avoid potential delays to intermodal traffic, while at the same time increasing capacity through this segment of the Transcon.

 

 

Truck Power

 

Truck Power across the USA to perform import store door deliveries and export door pickups is adequate except for certain ports where terminal congestion is causing delays, especially in Oakland.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.
  • Please see our Truck Power Map on OOCL.com for more information regarding advance timing required for door movements.

 

 

Pacific Southwest

 

  • LBCT
  • The monthly ILWU Stop Work meeting is scheduled for this Thursday, August 4th, during 2nd shift for all LAX/LGB marine terminals. LBCT will be closed between the hours of 6:00pm – 3:00am and will reopen 1st shift at 8:00am on Friday, August 5th.  No Vessel or Gate Operations will take place between these hours.
  • Due to this Stop Work Meeting, they are asking that the trucking community not dispatch any drivers after 3:30pm on Thursday.
  • Trapac
  • Congestion continues to be reported.
  • A gate appointment system will go into effect on August 9th with a webinar to review the system scheduled for 1000 PDT Tuesday, Augsut 2.
  • Marked increase of chassis shortages reported at various terminals/facilities last week.  Truck power is adequate in Southern California.

 

 

Oakland

 

  • OICT
  • Moderately congested last week with long lines of trucks outside the terminal gates. Gate turn times averaged 59 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off early at 2:30pm daily.  OICT was low on pool chassis all week.
  • 2-day vessel receiving window for exports.
  • OICT has implemented a $30 per loaded import and export container fee for a 90-day trial period to support weeknight and Saturday gate operations. All loaded containers will be assessed the fee.
  • Trapac operations were moderately congested last week. Gate turn times averaged 45 minutes. The terminal is holding a 3-day vessel receiving window for exports.
  • Oakland is short of chassis and truck power; new dispatches are not being accepted for 7 days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

 

 

Tacoma & Seattle

 

  • Tacoma WUT was operating normally.  Gate turn times averaged 26 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • Seattle T-18 was congested.  Gate turn times averaged 38 minutes.
  • Seattle-Tacoma is adequate on truck power and equipment supply.

 

 

Vancouver

 

  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day from Deltaport Terminal and has experienced moderate ITM dwelling over the past week.
  • Vanterm Terminal has no OOCL containers at this time.
  • Centerm Terminal is experiencing some minor dwell times.

 

 

CN Montreal

 

  • CAST and Termont Terminals experienced some very minor dwell times last week.

 

 

CN Halifax

 

  • The terminals remain very fluid with very minor container dwelling issues reported at Ceres Terminal.  There are no ITM containers dwelling at Halterm Terminal.

 

 

New York Terminals

 

  • GCT Bayonne Truck Management (Appointment) System – They are now targeting August 29th as the start date for mandatory reservations from 0600-0800 weekdays. It is anticipated that at least one prior Sunday (probably August 28th) will require mandatory appointments all day, for testing purposes.
  • Gate turn times:
  • GCT Bayonne – 82 minutes
  • GCT New York – 21 minutes
  • Maher – 52 minutes
  • Truck power lead time is 0-2 days in NYC.

 

 

Norfolk International Terminal

 

  • Gate turn time at NIT was 46 minutes.
  • Truck power lead time is 0-2 days in Norfolk.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf with new dispatches being accepted for 3-4 days out.
  • Equipment supply is adequate throughout both regions.
  • Chassis are adequate throughout the region.
  • Houston ’s Barbour’s Cut Terminal
  • Normal operations.  Average gate turn times: 46 minutes.
  • New Orleans Napoleon Terminal is operating normally.

 

 

South Atlantic                         

  • South Carolina State Ports new gate system is scheduled to start on August 13th at the North Charleston Terminal.
  • Equipment is adequate throughout the region with the exception of 20GPs in Memphis.
  • All intermodal operations within the region are running smoothly.
  • Truck power for this region remains adequate, standard 1-2 day notice.

 

 

Mexico

 

  • Maine Terminal operations in both Veracruz and Altamira were normal last week.
  • Equipment in Veracruz and Altamira:  20’ & 40’ GP and 40’ HQ surplus, 40’ RQ adequate.
  • Depot, trucking, and rail services were all normal.
