Verified Gross Mass (VGM) Update

 

  • Customers are encouraged to provide timely and accurate VGM data through our efficient and convenient “E-Submission channels” outlined at www.oocl.com under ‘Resource Center’.  For manual submission option information please see below.
  •     Please consult with our local office representatives in your region for further information.

 

 

  • Reminder that VGM weights must include the container tare weight in the VGM.

  • S. Marine Terminal Load Port Delivery Cargo and U.S. Intermodal Cargo Off-Dock Rail
  • In lieu of customer’s VGM submission, OOCL will accept marine terminal weight as VGM equivalent.
  • S. Intermodal Cargo On-Dock Rail
  • OOCL will either use the terminal provided gate weights or use the certified gross cargo weight declared by the Shipper from the rail billing and adding the container tare weight to produce a VGM and submit on behalf of the Shipper.

 

Canada and Mexico Load Ports

 

For electronic VGM submission:

  • VGM cut will be 1200 day of marine terminal cargo cut for any vessels cutting off at 1600 or later.  For those vessels with a marine terminal cargo cut off before 1600, the VGM cutoff will be 1600 the prior day.  If the marine terminal cargo cutoff is on a Saturday, Sunday or holiday, the VGM cutoff will be calculated as if the marine terminal cargo cutoff were at 1600 on the prior business day.

 

For manual VGM submission:

  • OOCL encourages electronic submission to avoid potential delays in loading cargo on vessels.
  • VGM cutoff will be 1600 business day prior to the VGM electronic submission date.
  • OOCL will accept manual submissions of VGM to OOCL, however, the only acceptable method for VGM submission will be via the excel spreadsheet below submitted via email.
  • Below is guidance for manual submissions via this Excel Form:
  • Email the completed spreadsheet form to mailin@oocl.com
  • This VGM email account is an automated account to upload data from the excel spreadsheet included below. Any VGM submissions other than those contained in the designated spreadsheet will not be processed.
  • The “Authorized Person” must be entered in ALL CAPS.
  • You will receive an email confirmation that your manual submission was received.

North America Rail Operations – BNSF

Two BNSF intermodal trains on the Southern Transcon route collided last last Tuesday morning near Panhandle, Texas, approximately 25 miles northeast of Amarillo. Three BNSF crew members were fatally injured while one remains hospitalized with non-life threatening injuries. As expressed by BNSF President and Chief Executive Officer Carl Ice: “The entire BNSF family is terribly saddened by this event and we extend our deepest sympathy and thoughts to the families and friends of the employees involved in this incident. This is an extremely difficult time and our entire organization grieves for the loss of our colleagues.”

 

The BNSF is working closely with the National Transportation Safety Board (NTSB) and other federal rail officials to determine the cause of this accident. The head-on collision resulted in the derailment of several cars and containers as well as a large fire at the scene. Both main tracks were forced out of service with subsequent delays to trains scheduled to move through the incident location. While a substantial number of trains were forced to hold, they implemented procedures to re-route or detour more than 20 trains to minimize the service disruption as much as possible.

 

BNSF and local fire crews worked around the clock since the incident occurred to both extinguish the fire and conduct an extensive recovery and cleanup effort. Their tireless efforts allowed one main track to return to service within 48 hours while the second main track was back in operation by late last week. Trains are moving at reduced speed through this portion of the Panhandle Subdivision, and several trains that were planning to detour have returned to their normal routing.  The collision, derailment, and service disruption created a 4-7 day delay in the movement of rail container traffic in and out of LAX/LGB.

 

OOCL will continue to update impacted customers on any further service-related issues associated with this incident.

 

BNSF is continuing to monitor extreme heat impacting parts of the network. High temperatures nearing 120 degrees are expected in parts of the desert Southwest during the next several days. More frequent inspections to detect any thermal misalignment of track are being conducted. Additional procedures, including temporary speed restrictions, will also be imposed as necessary to ensure safety.

 

We are also monitoring the potential for flooding and track washouts in portions of the central Plains.

 

OCEAN Alliance

 

CMA CGM, COSCO Container Lines, Evergreen Line and Orient Overseas Container Line have signed a Memorandum of Understanding to form a new alliance, the OCEAN Alliance.  Subject to regulatory approvals of the competent authorities, the new alliance plans to begin operations in April 2017.  Additional information can be found here.

 

 

Service Updates

 

G6 Service CC1 Vessel Maintenance Schedule and Port of Los Angeles California United Terminal (CUT) Service Change

 

Please be advised that owing to the 6 week Vessel Maintenance Schedule for the CC1 Service there will be no CC1 service Transpacific vessel call at the Port of Los Angeles California United Terminal (CUT) for weeks 25 through 30. G6 alternate loop service vessels will be calling CUT weeks 25 and 27-30 instead of the proforma G6 terminal. OOCL import arrival notices and export booking acknowledgments will reflect CUT as the location terminal for the specific vessel/voyages.

Trans-Atlantic Trade – Services Update

 

To enhance our service coverage in the Trans-Atlantic trade, we are pleased to inform you of the following rotation changes on our Atlantic Express 2 (AX2) and Pacific Atlantic 1 (PA1) services.

Atlantic Express 2 (AX2) – Savannah westbound will be added.

 

Pacific Atlantic 1 (PA1) – Eastbound Savannah and Norfolk calls to be removed, and calling Vancouver before Tacoma.

Truck Power

 

Truck Power across the USA to perform import store door deliveries and export door pickups is adequate except for certain ports where terminal congestion is causing delays, especially in Oakland.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada or Mexico.
  • Please see our Truck Power Map on OOCL.com for more information regarding advance timing required for door movements.

 

 

Pacific Southwest

 

  • Improvements with on-dock rail productivity at LBCT Pier E this week helped to ensure intermodal cargo was expedited.
  • Trapac’s on dock rail service remains on schedule to go live later this month, first with some WB cargo and then EB cargo in early August; although startup will be slow, some OOCL cargo is expected to move on dock as it will be the BNSF initially calling TRAPAC.
  • Chassis supply was adequate last week.
  • Truck power is adequate in Southern California.

 

 

Oakland

 

  • OICT was congested last week with long lines of trucks outside the terminal gates. Gate turn times averaged 55 minutes.  Chronic yard congestion is compounded by chassis shortages.  Dual transactions were shut off early at 2:30pm daily.  OICT was low on pool chassis all week.  The terminal is holding a 2-day vessel receiving window for exports.
  • OICT has implemented a $30 per loaded import and export container fee to support weeknight and Saturday gate operations. All loaded containers will be assessed the fee.
  • Trapac operations were very congested last week. Gate turn times averaged 79 minutes. The terminal is holding a 3-day vessel receiving window for exports.
  • Oakland is short of chassis and truck power; new dispatches are not being accepted for 7 days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.

 

 

Tacoma & Seattle

 

  • Tacoma WUT was operating normally.  Gate turn times averaged 22 minutes.  The terminal posts an announcement on their web site regarding for which vessel(s) they will receive export cargo the following day.
  • Seattle T-18 was congested due to system issues.  Gate turn times averaged 54 minutes.
  • Seattle-Tacoma is adequate on truck power.
  • Seattle-Tacoma equipment supply is adequate.

 

 

Vancouver

 

  • This week the CN evacuated an average of 2 eastbound import intermodal trains each day from Deltaport Terminal and has experienced some ITM dwelling over the past week.
  • Vanterm Terminal has no OOCL containers at this time.
  • Centerm Terminal is experiencing some very minor dwell times.

 

 

CN Montreal

 

  • CAST and Termont Terminals experienced some very minor dwell times last week.

 

 

CN Halifax

 

  • The terminals remain very fluid with very minor container dwelling issues reported at Ceres Terminal.  There are no ITM containers dwelling at Halterm Terminal.

 

 

New York Terminals

 

  • In light of the NYX service start-up (July 7th) GCT Bayonne will run four consecutive Sunday gates. They will run on July 10th, 17th, 24th and 31st from 0600-1300. No OOG or reefer will be handled.
  • GCT Bayonne Truck Management (Appointment) System –  After having trained approximately 30+ motor carriers who are now using the system in a soft test environment, the terminal has announced the below Implementation dates:
  1. July 17         Sunday          Optional Appointments           All day                *Strongly encourage all users to make appointments this day.
  2. July 24         Sunday          Mandatory Appointments  All day                *Required appointments
  3. July 25   Monday               Mandatory Appointments           0600-0800

*Required 0600-0800, then open access after 0800.

After this appointments will be required every day between 0600 and 0800. The rest of the day remains free flow.

  • Gate turn times:
  • GCT Bayonne – 64 minutes
  • GCT New York – 24 minutes
  • Maher – 49 minutes
  • Truck power lead time is 0-2 days in NYC.

 

 

Norfolk International Terminal

 

  • Gate turn time at NIT was 42 minutes.
  • Truck power lead time is 0-2 days in Norfolk.
  • The Columbia Coastal barge, which runs between Norfolk and Baltimore, omitted the Baltimore call on Monday July 4th and will return on July 7th.

 

 

USA Midwest & South Central

 

  • Truck power remains adequate throughout the Midwest and Gulf with new dispatches being accepted for 3-4 days out.
  • Equipment supply is adequate throughout both regions with the exception of 40’ GP in Chicago and Houston.
  • Chassis are adequate throughout the region.
  • Houston ’s Barbour’s Cut Terminal
  • Normal operations.  Average gate turn times: 48 minutes.
  • New Orleans Napoleon Terminal is operating normally.

 

 

South Atlantic                         

  • South Carolina State Ports new gate system last week started experiencing delays at North Charleston Terminal.  Labor has been working through lunch and extended hours to assist in clearing the back log.  The system was also implemented at Wando Welch Terminal on June 19th.
  • Truck power for this region remains adequate, standard 1-2 day notice.
  • Memphis imports delayed due to BNSF derailment.

 

 

Mexico

 

  • Maine Terminal operations in both Veracruz and Altamira were normal last week.
  • Equipment in Veracruz and Altamira:  20’ & 40’ GP and 40’ HQ surplus, 40’ RQ limited.
  • Depot, trucking, and rail services were all normal.
