North America Operations Update

Week of 25 May, 2015

Dear valued OOCL Customer,

US west coast cargo operations cleanup efforts resulting from the backlog caused by the previous months of labor slowdowns and extreme terminal are basically complete.  We will continue to keep you informed of any related developments.

West Coast Labor Update

  • PMA members voted to ratify the west coast labor contract on May 20th.
  • ILWU conducted a final tally of votes by rank and file members on May 22nd and the contract has been ratified.
  • ILWU will begin 8-point chassis road-ability inspections at all West Coast marine terminals effective May 26th.

North America Rail Operations

Conditions last week ranged from high winds, thunderstorms and tornadoes in Kansas, Oklahoma and Texas to Spring snow in North Dakota. Nonetheless, overall BNSF velocity remained mostly stable.  Severe weather caused service disruptions last week, particularly in the South Region.  As the BNSF reported last week, train speed restrictions were implemented to maximize safety and minimize disruptions along their north-south corridor through Oklahoma and Texas, as well as the Gulf Coast. With flooding over the weekend, those speed restrictions remain in several areas in these two states.   They will also keep in effect their track inspection program along these affected areas as well as the re-routing of train traffic as necessary.

Truck Power

Truck Power across the USA to perform import store door deliveries and export door pickups continues to be a major concern especially in the Midwest, Gulf, Northeast and California.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada and Mexico.
  • Please see our Truck Power Map on OOCL.com for more information regarding advance timing required for door movements.

Vessel/Loop Deployment Changes

Terminal First Receiving Date information site link for export cargo container receiving as reported by North America terminals continues to be updated daily on OOCL.com USA and Canada web sites.

PA1 – Temporary Los Angeles Port Omission:  In order to help ease the current congestion at the Port of Los Angeles; the G6 Alliance has taken the step of implementing a temporary omission of an eastbound port call at Los Angeles for the PA1 service through May. The service will continue to call Port of Oakland.

During this temporary period of PA1 port call omission at the Port of Los Angeles, you are encouraged to use our alternative CC1, CC3 (until ?), CC4 and JPX services for your Transpacific shipments. For Transatlantic shipments, there is no all water alternative during this time period.  For alternate land bridge routing for your Transatlantic shipments during this period, please contact your Sales Representative. Service maps and schedules for all our services are available at www.oocl.com.

Pacific Southwest

  • TraPac still experiencing severe congestion.
  • YTI and Trapac are experiencing import rail container departure delays.
  • Chassis supply levels are critically short at TraPac, GGS, and CUT marine Terminals.

Oakland

  • OICT was extremely congested this past week.  Gate turn times averaged over an hour.
  • Oakland Trapac operations were moderately congested and turn times averaged 31 minutes.
  • Both terminals were extremely short of pool chassis.
  • Oakland is extremely short of truck power; new dispatches are not being accepted for 9 days out.  Truck power situation is primarily caused by slow import deliveries and early afternoon restrictions on dual transactions at OICT.

Tacoma & Seattle

  • WUT was normal last week.  The terminal continues to post an announcement on their website which vessel(s) they will receive export cargo on the following day.  Gate turn times average 29 minutes.
  • Seattle T-18 was moderately congested.  Gate turn times now average 27 minutes.
  • Portland regional congestion continued for Portland container traffic to/from Seattle or Tacoma.

Vancouver

  • CN currently has enough cars on hand or in route to Vancouver Terminals to cover the current demand, however, both of our Vancouver Terminals remain extremely fluid.

USA Midwest & South Central

  • Truck power issues continue to impact many Midwestern cities.  See the truck power map linked above.
  • Chassis shortages remain in Columbus and Indianapolis.

CN Montreal

  • Dwell times for intermodal containers averaged 1-2 days last week.

CN Halifax

  • Dwell times for intermodal containers were significantly improved and were no more than days.

New York Terminals

  • Door delivery truck power lead time has decreased to 3-4 days in the NYC metro area.
  • GCT Bayonne intends to introduce a truck reservation (appointment) system later this year in an attempt to reduce gate congestion.

Norfolk International Terminal

  • Position Detection System (PDS) is to be launched early this summer. Hardware has been received and is being tested now. The plan is to go live with this before the peak season starts. The PDS system can read the slot, row, and tier on boxes so the number of lost boxes should be drastically reduced.
  • The Port of Virginia has modified their receiving policy in an attempt to accommodate long haul drivers negatively impacted by vessel schedule changes. The complete announcement can be found here.
  • The port will maintain its Saturday gate hours at Norfolk International Terminal (NIT) through Saturday, June 27.

South Atlantic

  • Norfolk Southern CHS ramp still reporting heavy congestion getting inbound trains in timely. Ramp has been seeing heavy inbound trains the last 3 weeks.

 Mexico

  • Services at marine terminals in both Veracruz and Altamira were normal last week.
